What does the new Belgian legislation say regarding parcel letterboxes?

Parcel boxes: the convenient solution, but no legal framework yet
It is already clear to many people that parcel boxes are an easy solution. About one in ten parcels cannot be delivered because people are not at home. Usually it is delivered a second time or to a different location. Here comes the solution of the parcel box, which allows the courier to leave the parcel in the box, just like you would leave a letter in a letterbox. However, due to the lack of a legal framework, there are not yet that many parcel letterboxes. Petra De Sutter wants to change this through clear legislation.
What did the old postal law say about parcel letterboxes?
The previous postal legislation only took into account standard letterboxes intended for postcards and letters. This legislation already exists so that it is clear to everyone what requirements each letterbox must comply with. For example, Minister Petra De Sutter said: "Mailboxes are regulated by law. You know exactly what they should look like and at what height they should hang."
Within the old legislation, there are no rules yet regarding the placement and dimensions of a parcel letterbox. As a result, producers often do not know what is legally permitted. De Sutter wants to ensure that more people purchase a parcel letterbox with new legislation.
What exactly does the new legislation say?
The VRT has listed the most important rules for the new letterboxes for parcels:
- protected against theft
- possibility to receive parcels with the following dimensions: 33x21x12 cm
- be visible without couriers having to search
- be provided with house or bus number if necessary
Finally, there is also specific legislation surrounding the letterbox/parcel box combination. A letterbox for parcels that is also used as a regular letterbox must be located at the edge of the public road.
A separate parcel box must be placed between the main entrance of the building and the public road. If the parcel box is present, this must also be stated on the regular letterbox.
The Royal Decree was submitted to the Council of Ministers on June 23 and will probably enter into force soon.
Price tag of a parcel letterbox
In the past, there were fewer parcel mailboxes because the price was often too high for what you got. However, today there are plenty of quality options for different budgets. The price can go up to 1,900 euros and more, depending on the extra equipment, but you can also get a parcel box from 300 euros or sometimes even less.
